[CMS] Accessibility - Prevent Publishing News / Pages without clean report

Administrators now have the option to require that all accessibility Issues be resolved before standard users can publish a News story or Page.
 
This option is disabled by default and administrators can enable it from the Accessibility settings page.
 
Once this setting is enabled:
  • Standard users can only publish a News story or Page once all accessibility Issues are resolved or dismissed. Notices do not have to be resolved.
  • Standard users can still save News stories as unpublished and save Pages as draft.
  • Standard users cannot dismiss any Issues or Notices (so that they don't cheat and just dismiss Issues to publish.
If there are Issues that are false positives, an administrator can help a standard user by dismissing Issues or publishing the News story or Page themselves.
